Federal Government Expands Fire Debris Removal Program – Key Information for Palisades Residents

In a significant victory for the Pacific Palisades, the Federal Emergency Management Agency (FEMA) has approved California’s request to expand the scope of the wildfire debris removal program. This crucial development means that additional property types are now eligible for assistance, potentially streamlining the cleanup process for many more residents.

Here’s what you need to know:

  • Expanded Eligibility: The debris removal program has been broadened to include owner-occupied condominiums, multi-family units, and certain commercial properties. This is a significant expansion that will provide much-needed support to a wider range of those affected by the fires.

  • Extended Deadline for Right of Entry Forms: To allow newly eligible property owners time to apply, the deadline to submit Right of Entry (ROE) Forms has been extended to April 15th, 2025. This is a critical step for anyone wishing to participate in the federally funded debris removal program.

This swift action by FEMA, following Governor Newsom’s request and the diligent work of the California Governor’s Office of Emergency Services (Cal OES), underscores the commitment at both the state and federal levels to support the rapid recovery of Los Angeles.   • Multi-Family Properties: For owner-occupied condominiums and duplexes, each owner of a destroyed unit must submit an ROE form, along with the homeowner’s association of the building. This collective submission allows the county, state, and FEMA to properly assess the property for eligibility.

  • Commercial Properties: While debris removal from private commercial property is typically the responsibility of the owners, FEMA will now review commercial properties – including multi-family rental properties – on a case-by-case basis. Eligibility will be determined based on factors such as:

    • An immediate threat to public health and safety due to debris.

    • Barriers preventing the commercial entity from completing debris removal independently.

    • Insurance coverage and the status of the claim.

    • The economic impact of debris removal on the commercial entity and the wider community.

Important Next Steps for Property Owners:

  • Submit Your ROE Form by April 15th: Regardless of whether you intend to participate in the federal debris removal program or not, all property owners should submit an ROE form by the extended deadline of April 15th, 2025. This allows you to either opt into the program or formally opt out. The form can be completed online or downloaded and submitted in person at a Disaster Recovery Center.

  • No Upfront Cost for USACE Debris Removal: There is no out-of-pocket cost for debris removal conducted by the U.S. Army Corps of Engineers (USACE). However, FEMA cannot duplicate other funding specifically allocated for debris removal. If your property has insurance coverage for debris removal, any remaining funds not used by you must be provided through the county to offset the federal program's cost.
